ULM provides medical and social services to the underserved members of our community through its Dental Hygiene Clinic, Family Resource Center, Speech and Hearing Clinic, Marriage and Family Therapy Center, Institute of Gerontology, Louisiana Drug and Poison Center, Louisiana Institute of Toxicology, and the Louisiana Medicaid Prescription Drug Program.
 
  
The University of Louisiana at Monroe honored professors at the 9th Annual Faculty Promotion and Tenure Honors Reception held on September 29.
Receiving promotion to Professor were Dr. Karen Briski, pharmacology; Dr. Jeffrey Galle, English; Dr. Judy Fellows, comminucative disorders; Dr. Helen Lock, English; Dr. Michelle McEachern, accounting; Dr. J. Christopher Thompson, music; and Dr. Stanley Williamson, management.
 
Receiving promotion to Associate Professor were Dr. Henry Cole, marketing; Dr. Rebecca Dodson-Webster, music; Dr. Edward Eller, English; Dr. Stephen Fox, chemistry; Marilynn Gibson, music; Dr. Brian Kelly, mathematics; Dr. Christopher Lynch, clinical pharmacy practice; Deborah McClung-Guillory, music; Dr. Richard Seiler, music; and Coralie White, music.

The University’s Office of Public Affairs has undergone many changes lately, including a name change. The Office of Public Affairs is now the Office of University Relations. There are also new staff members in the office eager to help the University advance its communications and marketing strategies as well as improve relations with students, alumni, faculty, staff, and the community.

A $50,000 grant was awarded to Dr. Christine Berry (Insurance) by State Farm Insurance Company to develop online insurance courses and online modules to prepare individuals for licensing.
 
Dr. Christopher Blackburn (History & Government) was named Outstanding Professor on April 2003, for the History 209H course he taught in the Spring ‘02 Semester.
 
Debra Brossett (Nursing) was selected Louisiana Tech’s College of Pure and Applied Science 2003 Alumna of the Year at the Louisiana Tech Alumni Honors Banquet on October 17.
 
Dr. Richard Chardkoff (History & Government) received the Faculty Recognition Award from the ULM Athletic Foundation at the annual Booster Club fall barbecue for mentoring ULM scholar athletes.
 
Linda W. Christmas (Social Work) received the Adoption Advocate of the Year award at the Annual Adoptive Parents reception held by the Louisiana Department of Social Services, Office of Community Services (La.DSS/OCS) on October 29, 2003, in Baton Rouge, La. Carrie Hicks (Social Work employee and student), an adoptive mother of 5 children, was also among adoptive parents recognized this year.
 
CenturyTel and the Monroe Chamber of Commerce recognized the 2003 ULM Teachers of the Year at their annual “Accent on Excellence” breakfast on November 19, at the Monroe Civic Center . The 2003 ULM teachers of the year are Dr. Jose L. Cordova, College of Arts and Sciences; Dr. Helen Lock, College of Arts and Sciences; Dr. James Hood, College of Business Administration; Dr. Mark Doherty, College of Education; and Dr. Paul W. Sylvester, College of Health Sciences.
 
Valerie Fields (Student Life & Leadership) received the Outstanding Faculty/Staff Award of Excellence from the ULM Student Government Association on May 6, 2003 .
 
Kerry Heafner (Biology) received the 2003 Charles Heimsch Award in Botany from the Miami University of Ohio.
 
Shaneka Hebert (mass communication senior) won third place for video editing in a student competition sponsored by the Southwest Journalism Congress at their annual convention on November 5, in Dallas , Texas . Hebert's entry, "A Caring Environment," focused on recent changes at ULM under the leadership of President James Cofer.
 
Dr. Anna Hill (Biology) was voted 2003 Favorite Professor for Alpha Lambda Delta (freshman honors society).
 
Dr. Terry L. Jones (History & Government) was selected as Louisiana Tech’s College of Liberal Arts 2003 Alumna of the Year at the Louisiana Tech Alumni Honors Banquet on October 17.
 
Robyn Jordan (Biology) was voted Favorite Professor for Alpha Lambda Delta (freshman honors society) 2003.
 
Dr. Ruth Miller (CIS) and Dr. Donna Luse (Business Communication) recently won the McGraw Hill/Irwin Distinguished Paper Award for the Association of Business Communication, Southwestern United States for their paper entitled “The Most Important Written, Oral, and Interpersonal Communication Skills Needed by Information Systems Staff During the Systems Development Process.”
 
James Danny Nevala (Psychology graduate student) was awarded the Will Bergeron Scholarship at the Louisiana School Psychological Association's annual meeting. This award recognized Danny as the outstanding psychology graduate student in the state of Louisiana .
 
Patricia Roshto (Accounting) was recently recognized by Beta Gamma Sigma, the international honor society for business programs that are accredited by AACSB- the International Association for Management Education, for her contributions to ULM ’s Beta Gamma Sigma chapter.
 
The ULM Incumbent Worker Training Program was recognized as a Program of Excellence at the annual Monroe Chamber of Commerce and CenturyTel "Accent on Excellence" Breakfast on November 19. By the end of the currently funded grants, a total of 5,978 employees will have been trained through ULM IWTP grants, the funding for which is $8,386,982. The IWTP staff includes Georgia Sanderson, Judith Poindexter, Camille Harris and Patsy McLean.
 
Dr. Pamela Saulsberry (Social Work) was recently presented a CAMEO Award in recognition of outstanding leadership in the area of education by the Omicron Iota Omega Chapter of the Alpha Kappa Alpha Sorority.
 
A $233,855 grant (2003-2005) was awarded to Dr. Kim M. Tolson and Dr. John Carr (Biology) by the Louisiana Department of Wildlife & Fisheries and matching funds from ULM to conduct a study entitled "Avian and Herpetofaunal Surveys on Four Wildlife Management Areas in Northeast Louisiana ."
 
A $274,000 Behavioral Risk Factor Surveillance Survey (BRFSS) contract to accomplish 9,000 interviews of Louisiana residents in 2004 was awarded to Dr. Jerry Wall (Management), Director of the Center for Business and Economic Research.
 
Jane Wampler (Mathematics) was selected as the Outstanding University Mathematics Teacher at the Louisiana Association of Teachers of Mathematics.
 
Joel Willer (Communication) received awards from two national college media organizations for work in preserving Internet webcasting opportunities for college radio stations. College webcasters’ continuing service had been threatened by the costs of new digital music copyright royalties created by the Digital Millennium Copyright Act of 1998. Willer’s efforts included authoring written testimony to the U.S. Senate Committee on the Judiciary; written comments to the House Committee on the Judiciary, Subcommittee on Courts, the Internet, and Intellectual Property; lobbying visits to the offices of several members of both houses of Congress; multiple written filings to the Copyright Office of the U.S. Library of Congress; an appearance at a roundtable hearing conducted by the Copyright Office and at a subsequent status conference; and a written sworn declaration for a case currently before the U.S. Court of Appeals, D.C. Circuit. ● Willer participated on the team representing noncommercial entities in webcasting royalty negotiations with the Recording Industry Association of America, as authorized by Congress in the Small Webcaster Settlement Act of 2002. ● College Media Advisers presented the Reid H. Montgomery Distinguished Service Award for work without which “many college stations’ Internet presence -- for many of them their only presence -- would have been silenced.” Collegiate Broadcasters, Inc. also awarded a special commendation for Willer’s work in securing an appropriate webcasting royalty scheme. Both presentations were made at the National College Media Convention in Dallas , Texas , held November 5-9.
 
ULM 's Beta Gamma Sigma chapter recently received the "Bronze Chapter Award" from Beta Gamma Sigma, an international honor society for business programs accredited by the American Assembly of Collegiate Schools of Business (AACSB)-the International Association for Management Education.

Howard John (Dental Hygiene) presented "Digital Radiography, A Hands-On Experience" to the Northeast Louisiana Dental Hygienists' Association on October 7.
 
Dr. Terry L. Jones (History & Government) gave a public lecture entitled the "Lewis and Clark Expedition" at the Ouachita Parish Library in West Monroe , La. , in August.
 
Dr. Greg Leader (Pharmacy) and Bethany Thomas (emerging scholar) traveled to Morgantown , W.Va. , on October 18, to present her emerging scholar project at the 25th annual Eastern States Pharmacy Student Research Conference. Thomas was one of two pre-pharmacy students in the eastern part of the United States that presented their research. Dr. Marvin Schulted (Pharmacy) and Chandra Gaines (student) also attended to present Gaines’ research.

Dr. Keith Parker (Construction) presented “The Role of Universities in Underground Damage Prevention” at the Damage Prevention Convention on October 8-10 in Minneapolis , Minn.
 
Dr. Ava Pugh and Jorenda Stone (Curriculum & Instruction) presented "Past and Present Food Facts and Societal Influences" at the Louisiana Council for the Social Studies State Convention on November 7, in Metairie, La. ● Dr. Pugh, Ms. Stone and Dr. Sherlyn Powell (Curriculum & Instruction) presented "Ice Cream, Colors, and Technology" at the National Science Teachers Association Convention on October 31, in Minneapolis, Minn. ● Dr. Pugh presented "Elementary Teacher Abilities on How to Counsel Students on Death" with Dr. Fred Groves (former ULM professor) at the Mid-South Education Research Association Convention on November 6, in Biloxi, Miss.
 
Dr. Pamela Saulsberry (Social Work) gave a presentation addressing considerations given to race, ethnicity, and class when making social service decisions in the best interest of the child, at the 6th Annual State Conference of the Louisiana CASA on November 17.
 
Dr. Girish Shah (Basic Pharmaceutical Science) presented "Neuroendocrine Factors in Prostate Growth and Neoplasia" on September 19, at the University of Arkansas for Medical Sciences in Little Rock , Ark. ● Dr. Shah presented "Neuroendocrine Markers in Prostate Cancer" on September 25, at the Scott Cancer Center at the LSU Medical Center in New Orleans , La.
 
Dr. C. Turner Steckline (Communication) conducted a workshop on empathy training in Baton Rouge , La. , for the Office of Ederly Affairs, on October 29, 2003 . ● Dr. Steckline presented “Looking Out and Looking In Within Alison Moore’s ‘The Angel of Vermont Street’” at the Louisiana Communication Association Conference in Lake Charles, La., on September 6, and received the award for Best Paper on the Conference Theme. ● Dr. Steckline presented “The Glimpse Given Life in ‘The Angel of Vermont Street,’ and ‘It Had Wings’” at the ULM Honors Colloquium on “Concepts of Divinity in Art, Literature and Music,” on September 30.
 
Dr. Christopher Thompson (Music) presented workshops on Baroque Interdisciplinary Studies at the Convention of the National Conference on Gifted Education in Indianapolis , Ind. , in November, and was invited to present a workshop on the same topic at the International Conference on Arts and Humanities in Honolulu , Hawaii , in January 2004. Dr. Thompson has been invited to perform a recital in Williamsburg , Va. , where he will also present a violin masterclass at the College of William & Mary. Dr. Thompson and Dr. Richard Seiler (Music) will perform a recital on March 8, 2004 , in the Biedenharn Recital Hall, as part of the ULM Faculty Artist Series.
 
Dr. Jerry Wall (Management) presented "Implications of a Changing Population on Labor Force Participation in the Baltic Nations," co-authored with Larry Short (Management) at the annual meeting of the Alliance of Universities for Democracy in October 2003, in Vilnius, Lithuania. ● Dr. Wall presented “Telephone Interviewing in the 2000s” at the annual meeting of the Association for University Business & Economic Research (AUBER) in October in New Orleans , La.
 
Dr. Paul Washington (Geosciences) presented “Geomorphic Evidence for the Structure and Timing of the North Louisiana Tectonic Zone” at the 115th Annual Meeting of the Geological Society of America on November 2-5, in Seattle , Wash.
 
Joel Willer (Communication) presented “Webcasting Legal Issues” and “What Makes a Good Web Site?” at the November National College Media Convention in Dallas , Texas . ● Willer participated on a two-person panel, “The New Web Royalty Rates: Why?” along with the executive director of the Recording Industry Association of America’s SoundExchange royalty licensing division.
 
Richard Willis (Dental Hygiene) presented “Local Anesthesia Review" to the Northeast Louisiana Dental Hygienists' Association on March 11.
 
Dr. Holly L. Wilson (Philosophy) presented "Kant and Environmental Philosophy: Just How Green is Kant" at the "Interpreting Kant" conference at Loyola University on September 16, in New Orleans , La. This paper will be published in the proceedings of the conference, and has been accepted for presentation at the North American Kant Society session during the American Philosophical Association meeting in Pasadena, Calif., in March 2004.
 
Leonard D. Yielding (Criminal Justice) hosted a 3-day seminar on basic crime scene investigation through the Institute of Law Enforcement . Attendees included law enforcement officers from throughout Louisiana and from Mississippi . The seminar was conducted by Captain Wesley Bruce of the Vidalia Police Department.

Dr. Gordon E. Harvey (History & Government) signed an advance contract with the University of Georgia Press for his second book, a political biography of former Florida Governor and presidential candidate Reubin Askew. Dr. Harvey was named Education section co-editor for the Alabama Online Encyclopedia. Dr. Harvey is the co-editor and contributing author for a book of essays on Southern History and Culture, and a contributing author to a book on the environmental history of Florida . Dr. Harvey is the Book Review Editor for H-Pol, an online discussion network for political historians. Dr. Harvey is editing a collection of biographical essays on Florida governors, and beginning research on a book on the "Sunbelt South" of the 1970s and 1980s.
 
Dr. Terry L. Jones’ (History & Government) new book Cemetery Hill: Struggle for the High Ground, July 1-3, 1863 , part of the Battleground America series, was released in August by Da Capo Press. It is an account of the fighting that took place on Cemetery Hill during the Civil War battle at Gettysburg, Pa. ● Dr. Jones recently signed two publication contracts. One is with Gibbs Smith Publishers to write an eighth grade Louisiana history textbook for release in 2005. The other is with Scarecrow Press to prepare a paperback edition of his Historical Dictionary of the Civil War (2002), to be entitled The A to Z of the Civil War.
 
Dr. Barbara Michaelides (Foreign Languages) authored the workbook Spanish for Business, published in July 2003, by Prentice Hall. This workbook accompanies texts that are part of a series entitled Spanish for the Professions. A second workbook in the series, Spanish for School Personnel, has been accepted for publication in 2004, and she has been asked to author the next in the series, Spanish for Law Enforcement.

Col. Ernest Bruce (Aviation) attended the premiere of "In the Shadow of the Blade," a documentary about helicopter operations in Vietnam , in Austin , Texas , on November 8. Bruce was a helicopter pilot in Vietnam for 18 months and piloted a Huey that was featured in the film.
 
Linda Bryan (Communicative Disorders) completed all academic requirements for the Ph.D. at the University of Louisiana at Lafayette in December 2003. She is ABD and plans to graduate in August 2004.
 
Dr. Bob N. Cage (Educational Leadership) was named President of the Louisiana Schools Facilities Management Association at its Fall conference in Lafayette , La. Dr. Cage has been a member and has held offices of treasurer, and president-elect with LSFMA since its inception in 1988. As a facilities consultant, Dr. Cage has assisted over 40 school systems in Iowa , Florida , Mississippi , Kentucky , and Louisiana during his 35-year career. Dr. Cage has facilitated two conferences a year, fall and spring, for the organization over the past 10 years. As president, he will continue this responsibility as well as provide leadership to membership.

He is currently the Testing Chair and a member of the Broadcast Committee, a member of the Education Committee, and has previously served as program conference Co-Chair and Vice President of the Association. ● The research and project work of eight ULM undergraduate atmospheric science majors was highlighted at the National Weather Association 2003 Conference. Dr. Paul J. Dr. Greg Leader (Pharmacy) has been named to the Pharmacokinetics Section of the editorial board of The Annals of Pharmacotherapy, one of the most prominent clinical pharmacy journals in the country.
 
Lynn LeBlanc (Geosciences) was installed as president of the Louisiana State Council Chapter of the Military Officers Association of America (MOAA), formerly known as the Retired Officers Association (TROA) on February 15, for a two-year term.
 
Dr. Sandra Lunte, (Music) the newly-named Emy-Lou Biedenharn Endowed Professor in Music, ran the annual three-day ULM High School Flute Camp in June. ● Dr. Lunte attended a five-day master class taught by internationally-renowned flutist and composer Gary Schocker in June, in West Park, N.Y. ● Dr. Lunte and Dr. Richard Seiler (Music) performed a recital at Grace Episcopal Church in July, in Monroe, La.  ● Dr Lunte held the fourth annual High School Flute Invitational in November, which brought almost thirty high school flutists to campus to join the ULM Flute Choir in concert. ● Dr. Lunte performed nine concerts in December with the Louisiana Trio, an ensemble dedicated to bringing music into rural parishes in north Louisiana .

Dr. Pamela Higgins-Saulsberry, Dr. Jenny Savage, and Andrea Savage (Social Work) were invited as members of the GSU/ULM Cultural Diversity in Child Welfare Collaboration. This collaboration was initiated by GSU School of Social Work and is a collaboration of the La.DSS/OCS funded Title IV-E Child Welfare Training Programs at both schools. Title IV-E competitively awards up to $5,000 to undergraduate social work students at GSU and ULM and up to $7,000 to GSU graduate students. Students must make a year commitment to work up to one year or more depending on the number and amount of awards they received. They work with the La.DSS/OCS as a child protection, foster care, adoption, or family services worker. GSU and ULM are among seven State universities in the agency/university child welfare training partnership, operating in Louisiana since 1996. ● Dr. Higgins-Saulsberry received her Ph.D. in Social Work from Jackson State University , Jackson , Miss. , in August 2003.

Dr. Jerry Wall (Management) obtained contracts to conduct seven economic impact studies of local events, including the Folklife Festival, Bassmaster Classic, Mistletoe in Monroe , the Mardi Gras parade, Impresario's Choice, the Magnolia Classic Paint Horse Show, and the Louisiana Quarter Horse Association Show, during 2003 and 2004. ● Dr. Wall was elected to serve as Treasurer of the International Alliance of Universities for Democracy (AUDEM) in October, 2003.

Joel Willer (Communication) participated in Webcasting copyright royalty negotiations between the Recording Industry Association of America and several entities representing noncommercial entities, as authorized by the U.S. Congress in the Small Webcaster Settlement Act of 2002. The noncommercial entities active in these discussions included the American Council on Education; Collegiate Broadcasters, Inc.; the Intercollegiate Broadcasting System; the National Federation of Community Broadcasters; and the National Religious Broadcasters Music Licensing Committee. ● Willer has been appointed to a nationwide industry task force to determine an appropriate reporting scheme to allow for the distribution of future royalties paid by noncommercial Webcasters to copyright owners and performers of sound recordings.  The task force is the result of a negotiated digital recording royalty settlement between the Recording Industry Association of America and several entities representing noncommercial entities, as authorized by the U.S. Congress in the Small Webcaster Settlement Act of 2002. ● College Media Advisers has named Willer co-chair of the organization’s new governmental liaison committee.  The charge of the committee is to monitor, inform and activate CMA members with regard to legislative and regulatory issues at the local, state and national levels that impact the activities of student electronic and print media. ● Willer provided the lighting design and direction for the fall production of “The Best Little Whorehouse in Texas ,” produced by the Little Theatre of Monroe.
 
The Computer Information Systems Department offered the first Business Technology Summer Camp on June 9-13, where high school students and teachers learned about careers in the information systems field and skills such as programming, database development, web-page development, and networking.

Andrea Savage (Social Work) is the proud mother of Raymece Savage, a senior and quarterback at Wossman High School , who won the Louisiana ’s Wendy’s High School Heisman Trophy in November. This award is made to only two high school senior athletic scholars in each state by the Wendy’s Corporation. He was chosen from a nomination list for Louisiana of 14,150 students. He will go on to compete for the National Wendy’s High School Heisman award. Raymece is an outstanding student, whose mother hopes he will consider her alma mater, ULM , for his college career!

Inside my anger starts to burn
My son should be in school

Right now, some parents are so glad
They have no reason to be mad
Their precious kids will make them proud
They're not crying like me out loud
My son should be in school

Don't tell me what your kids have done
Now, no one talks about my son
You'll never understand my pain
I now repeat my sad refrain
My son should be in school

The reason why he's not in school
Is a depraved drunk broke a rule
The rule is 'never drink and drive'
It's why my son is not alive
My son should be in school

So now, think twice before you act
You may kill someone; it's a fact
Don't break this most important rule
For one who does is such a fool
All kids should be in school
