Older Worker Program (SCSEP)

The University of Louisiana at Monroe's Older Worker Program — Senior Community Service Employment Project (SCSEP) — provides free employment and training services to eligible, limited income persons age 55 or older. 

The eleven parishes SCSEP is authorized to serve are Caldwell, Catahoula, Concordia, East Carroll, Franklin, Madison, Morehouse,  Ouachita, Richland, Tensas and West Carroll.

ULM – SCSEP specializes in recruiting, assessing, and referring senior workers to the right jobs and employers.  These factors produce very satisfactory performance goals each year.

Sponsored by the National Council on Aging (NCOA), and federally, grant funded by U.S. Department of Labor, Title V of the Older Americans Act, SCSEP provides temporary work experience initiatives by assigning enrollees/trainees to public or non-profit host agencies where they obtain skills relative to their job descriptions prior to unsubsidized employment.

These employees are paid through SCSEP grant funds for twenty (20) hours per week at current minimum wage of $7.25 per hour.  Congress has authorized 95 equitable distribution slots whereby enrollees may be assigned to eligible host agencies. 

ULM administers the SCSEP grant program activities.  SCSEP statistical and financial reports are submitted to ULM for approval and processing.  ULM's Controller bills NCOA for reimbursement of SCSEP enrollees’ wages/fringes, plus staff salaries/fringes and program expenditures on a monthly basis.
