University of Louisiana at Monroe Electronic Learning Policy

This approval process applies to existing courses that use electronic delivery for 50% or more of the course. For each hour of credit, if a class meets in a face-to-face setting for six hours or less, the approval process would apply to that class. It does not apply to traditional classes that use electronic learning tools to enhance or supplement face-to-face instruction.

  1. The Instructor/Course Developer submits a written proposal to teach an online course to his or her department head and dean. The proposal should address the following questions:
    1. How does the proposed course fit into current departmental programs and long-range departmental plans for online courses/programs?
    2. What is the anticipated enrollment?
    3. What potential target populations exist for this course? If the course is targeting campus-based students, please provide rationale.
    4. Beyond the support services provided by ULM, are other special resources required? If so, please explain.
    5. What percentage of the class will be Internet-based? Will students be required to come to the campus to meet any course requirements, including examinations?
    6. What are your proposed time frames for course development?
    7. What level of support do you anticipate needing from coordinators of online course development? Minimal, moderate, extensive? Please explain.
    8. Do you plan to use the Blackboard Course Management Software?
    9. What measures will be taken to ensure that the registered students acquire and can demonstrate the course competencies?
  2. If the proposal is approved, the dean forwards the proposal to the Director of Continuing Education.
  3. The Director of Continuing Education submits the proposal to the ULM Electronic Learning Committee for its review.
  4. Once development has been completed, the instructor will give a demonstration of the course to representatives of his or her department and college. The Director of Continuing Education or a designee will be invited to the demonstration. Final approval for course delivery will be granted by the dean of the college.
