- This program solicitation is for small businesses only pursuant to
the Small Business Innovation Development Act of 1982 (PL 97-219, as
amended by PL 106-554). Phase I is to determine, insofar as possible,
the scientific, technical, and commercial merit and feasibility of
ideas submitted under the SBIR Program. Phase I awards do not exceed
$150,000 in cost nor extend beyond a six-month period of performance.
Proposals should concentrate on that research or research and
development (R/R&D) which will significantly contribute to proving
the scientific, technical, and commercial feasibility of the proposed
effort, the successful completion of which is a prerequisite for
further DHS/DNDO support in Phase II. Several different proposed
solutions to a given topic may be funded. The measure of Phase I
success includes evaluations of the extent to which Phase II results
would have the potential to yield a product or process of continuing
importance to DHS/DNDO and/or the private sector. Offerors are
encouraged to consider whether the research or research and development
they are proposing to DHS/DNDO also has private sector potential,
either for the proposed application or as a base for other

NSF Directorate for Engineering Phase I (NSF 09-541) - The Small Business Innovation Research (SBIR) Program stimulates technological innovation in the private sector by strengthening the role of small business concerns in meeting Federal research and development needs, increasing the commercial application of federally supported research results, and fostering and encouraging participation by socially and economically disadvantaged and women-owned small businesses.
